A Preliminary Building Agreements:
- includes costs that will be incurred in the initial steps of a build
- is completed before any other contracts are signed so there is nothing locked in

- provides clarity on costs and specifications to avoid surprises later

- does not include PC sums for unexpected costs as everything has been accounted for
- provides a schedule of expected payments to allow for finance budgeting
